If you are formatting the machine there is no need to surrender the License. Only take the backup of current database folder and restore it at same path after formatting computer.
Estimated download time for update is 5 minutes on 256 kbps, save updates on your computer and then run it from saved location.
Close all TaxPro Softwares while running Updates.
